Virginia House of Delegates District 21
Delegate Kelly Fowler is a Virginia Beach resident and representative for the 21st District in the Virginia House of Delegates. The Delegate and her husband Dave were raised in military families in the 21st District where they are now raising their two daughters.
Delegate Fowler graduated from Virginia Wesleyan College (now Virginia Wesleyan University) with a double major in Psychology and Criminal Justice. She also has a Master’s Degree in Education from Old Dominion University. She went on to serve as a teacher at Lynnhaven Elementary, and while teaching, she started rehabilitating historic homes. After the loss of her teaching partner, she decided not to go back to the classroom and transitioned to the real estate world. Delegate Fowler is now Principal Broker and sole owner of Sparrow Real Estate in Virginia Beach. Her real estate team is exclusively made up of women who specialize in military relocation and advocacy.
Delegate Fowler decided to run for office in 2017 and started serving in the Virginia House of Delegates in 2018. She serves on the Privilege & Elections Committee, as well as the Science and Technology Committee. She also serves on the Executive Board of the Hometown Project and was recently appointed to the Advisory Board of the American Flood Coalition.
EveryDistrict endorsed Delegate Fowler in 2017 and we’re proud to be supporting her re-election campaign in 2019.
